Chairperson of the Municipal Council
Hristo Yankov Hristov
He was born in 1960 in the village of Razdel, Elhovo. In 1984 he graduated from ‘Lyuben Karavelov’ College, town of Kardjali , subjects – History, Geography and in 1990 - Sofia University ‘Kliment Ohridki’, subject- History. Since 1993 – a Director of the Specialized ‘Ethnographic’ Museum - town of Elhovo. Since 1986 – a Municipal Councillor, a Chairman of the Municipal Council in 1995 – 1999 mandate. In 1999 - 2003 and 2003 - 2007 mandates he was appointed by the Committee of the Initiative.
DUTIES
OF THE MUNICIPAL
COUNCIL
The
Municipal Council is a body of the local self-government, appointed
directly by the residents of the Municipality, which determines the
policy of its setting up and development regarding the realization of
the activities related to:
1. Municipal
property, Municipal enterprises, Municipal finances, rates and taxes and
Municipal administration;
2. Structure
and development on the territory of the Municipality and of the
settlements in it;
3. Education;
4. Public
health care;
5. Culture;
6. Development
and public activities;
7. Social
services;
8. Environment
protection and natural resources rational using up;
9. Maintaining
and keeping of cultural, historical and architectural records;
10. Sport, recreation and tourism development
The Municipal
Council passes and changes the Annual Budget of the
Municipality, controls and approves
the report to carry out; set the amount of the rates
carries strategies, prognoses, programmes and plans for Municipality
development and etc.
Upon fulfilling the
authorities, the
Municipal Council approves
regulations, decrees, instructions, resolutions,
declarations and appeals.
The Acts of the Municipal
Council are announced before the residents of the Municipality
by means of
mass media, Internet web page of the Municipality and any other
suitable ways.
